亲爱的各位留学生同学：
为保障大家在校园及沈阳城区内的出行安全，维护校园交通秩序，防范电动车骑行安全事故，依据《中华人民共和国道路交通安全法》《沈阳市电动自行车管理条例》及沈阳大学校园交通安全管理相关规定，现就电动车安全骑行相关事项告知如下，请全体留学生同学严格遵守、认真执行。
一、合规用车，杜绝违规车辆
1.仅允许骑行符合国家标准的电动自行车（最高设计车速≤25km/h，整车质量≤55kg，具备脚踏骑行功能，已依法登记上牌），严禁骑行电动摩托车、燃油助动车、改装电动车、无牌无证电动车等违规车辆。此类车辆属于机动车，未取得对应驾驶证骑行将面临罚款、拘留等行政处罚，同时违反校规校纪。
2.不得私自改装电动车限速装置、电池、车灯等部件，不得加装遮阳伞、挡风罩等影响骑行安全的装置，确保车辆符合安全行驶标准。
3.校园内禁止无牌电动车驶入、停放，所有合规电动车需按学校规定办理相关登记手续，自觉接受校园安保部门管理。
二、安全骑行，严守交通规则
1.佩戴安全头盔：骑行电动车时，本人及乘坐人员必须全程正确佩戴符合国家安全标准的安全头盔并系紧卡扣，这是保护头部、降低事故伤害的最有效措施，未佩戴头盔骑行属于违法行为，将面临交管部门处罚。
2.控制骑行速度：校园内不得骑行电动车，校外骑行严格遵守道路限速规定，不超速、不飙车。
3.遵守通行规则：骑行时务必在非机动车道内行驶，无非机动车道时靠道路右侧骑行；不闯红灯、不逆行、不随意变道、不横穿马路；转弯、变道前提前观察，伸手示意或开启转向灯，确认安全后再通行；路口遇行人过马路，主动停车礼让。
4.杜绝危险行为：骑行时严禁单手离把、接打电话、玩手机、佩戴耳机；严禁酒后、醉酒骑行电动车；严禁违规载人载物，电动自行车仅可在规定座位搭载1名12周岁以下未成年人，载物宽度不得超出车把，长度不得超出车身。
5.夜间骑行规范：夜间或光线不足时骑行，必须开启电动车前灯和尾灯，减速慢行，主动避让过往车辆和行人，避免视线不佳引发事故。
三、规范停放，维护校园秩序
1.电动车需在指定停车区域有序停放，不得占用消防通道、人行道、出入口、楼道及其他公共区域，不得乱停乱放、堵塞交通。
2.学校指定区域为唯一合规停放场所，请大家自觉前往指定区域停车。
四、应急处理，牢记求助方式
1.骑行途中如发生交通事故，切勿惊慌逃逸，需立即停车，保护现场，及时拨打沈阳交警报警电话122，如有人员受伤，第一时间拨打急救电话120，同时向学校老师报备。
2.若车辆出现故障、被盗，或遇到交通纠纷，及时拨打报警电话110，切勿与他人发生争执冲突，理性处理问题。
五、违规处理，严肃追责问责
对于违反本告知书规定，存在违规骑行、违规用车、违规停放充电等行为的同学，学校将视情节轻重给予批评教育、通报处理；若引发安全事故、违反国家法律法规或沈阳市交管规定，将由相关部门依法追究法律责任，同时学校将按照留学生管理规定进行相应处分，由此产生的一切损失和责任由本人自行承担。
安全无小事，生命大于天。希望各位留学生同学牢固树立安全意识，自觉遵守交通法规和校园管理规定，养成安全、文明、规范的电动车骑行习惯，在沈阳大学安心学习、平安生活。

Notice on Safe Riding of Electric Vehicles for International Students
Dear International Students,
To ensure your travel safety on campus and in Shenyang urban areas, maintain campus traffic order, and prevent electric vehicle riding safety accidents, in accordance with the Road Traffic Safety Law of the People's Republic of China, Shenyang Electric Bicycle Management Regulations and relevant provisions on campus traffic safety management of Shenyang University, we hereby inform you of the matters concerning the safe riding of electric vehicles. All international students are required to strictly abide by and earnestly implement the following rules.
1. Use Eligible Vehicles and Prohibit Illegal Vehicles
1）Only electric bicycles meeting national standards (maximum design speed ≤25km/h, total weight ≤55kg, with pedal riding function and legally registered license plates) are allowed to be ridden. Riding electric motorcycles, fuel-assisted vehicles, modified electric vehicles, unlicensed and unregistered electric vehicles and other illegal vehicles is strictly prohibited. Such vehicles belong to motor vehicles. Riding without a corresponding driving license will result in administrative penalties such as fines and detention, and also violate school rules and disciplines.
2）Do not privately modify the speed limiter, battery, lights and other components of electric vehicles, and do not install sunshades, windshields and other devices that affect riding safety to ensure the vehicles meet safety driving standards.
3）Unlicensed electric vehicles are prohibited from entering or parking on campus. All eligible electric vehicles must go through relevant registration procedures in accordance with school regulations and consciously accept the management of the campus security department.
2. Ride Safely and Abide by Traffic Rules
1）Wear safety helmets: When riding an electric vehicle, both the rider and passengers must correctly wear safety helmets meeting national safety standards and fasten the buckles throughout the ride. This is the most effective measure to protect the head and reduce accident injuries. Riding without a helmet is an illegal act and will be punished by the traffic management department.
2）Control riding speed: Riding on campus is not permitted. Obey the road speed limit strictly when riding off campus, and do not speed or race.
3）Obey traffic rules: Ride in non-motor vehicle lanes; when there is no non-motor vehicle lane, ride on the right side of the road. Do not run red lights, ride against the traffic, change lanes randomly or cross the road arbitrarily. Observe in advance before turning or changing lanes, signal by hand or turn on the turn signal, and pass only after confirming safety. Take the initiative to stop and yield when pedestrians cross the road at intersections.
4）Prohibit dangerous behaviors: Do not ride with one hand off the handlebar, make calls, play with mobile phones or wear earphones while riding. Drunk riding of electric vehicles is strictly prohibited. Overloading people and carrying goods illegally is forbidden. Electric bicycles can only carry 1 minor under 12 years old on the specified seat, and the width of goods shall not exceed the handlebar and the length shall not exceed the vehicle body.
5）Night riding norms: When riding at night or in insufficient light, turn on the front and rear lights of the electric vehicle, slow down, and take the initiative to avoid passing vehicles and pedestrians to avoid accidents caused by poor sight.
3. Park Properly and Maintain Campus Order
1）Electric vehicles must be parked in an orderly manner in designated parking areas. They shall not occupy fire lanes, sidewalks, entrances/exits, corridors or other public areas, and shall not be parked randomly to block traffic.
2）The designated areas on campus are the only legal and compliant parking locations.Please consciously park your vehicles in the designated areas.
4. Emergency Handling and Contact Information
1）In case of a traffic accident during riding, do not panic or flee the scene. You must immediately stop the vehicle, preserve the accident scene, and promptly call the Shenyang Traffic Police at 122. If there are injured people, dial the emergency medical number 120 at the first time, and report the incident to your school teachers simultaneously.
2）If your vehicle breaks down, is stolen, or you encounter a traffic dispute, please call the police at 110 in a timely manner. Do not quarrel or conflict with others; handle the issue rationally.
5. Penalties for Violations
Students who violate the provisions of this notice, such as illegal riding, illegal use of vehicles, illegal parking and charging, will be given criticism, education and circular criticism according to the seriousness of the circumstances. If a safety accident is caused, violating national laws and regulations or Shenyang traffic management rules, the relevant departments will investigate legal responsibilities in accordance with the law. At the same time, the school will impose corresponding sanctions in accordance with the regulations on the management of international students, and all losses and responsibilities arising therefrom shall be borne by the individual.
Safety is of paramount importance, and life is priceless. We hope all international students firmly establish safety awareness, consciously abide by traffic regulations and campus management rules, develop safe, civilized and standardized electric vehicle riding habits, study and live safely in Shenyang University.
